Support and Techniques for Empowering People, or STEP, serves developmentally disabled people and their families. STEP receives $3 million a year from the state.

The organization has agreed to change some of its financial practices, and the state health department says progress on those changes will be monitored.

Initially, the state asked STEP to return nearly $218,000. Matt Bugni of the health department says the amount was lowered to about $155,000 after STEP provided documents supporting some expenditures.
